Tanzania will never prosper with corrupt Msian investments: Consultant

A development consultant has criticised Malaysian investments in Tanzania, saying that the country will never prosper in the absence of ruling elites whose "rent-seeking strategies" contribute to rather than subtract from the public good.

Brian Cooksey, an independent writer in Dar es Salaam, said that "it is one thing for politicians and bureaucrats to take a cut from a valid investment that generates significant employment, turns out useful products, and contributes to government revenue.

"But it is quite another for this group to take a corrupt cut from a project which derails a key national policy and imposes huge additional costs on end users and tax-payers," he added.

Katibu Mkuu Kiongozi, Balozi Ombeni Yohana Sefue, amemsimamisha kazi kwa muda Ndugu Eliakim Maswi, Katibu Mkuu ya Wizara ya Nishati na Madini, ili kupisha uchunguzi wa tuhuma dhidi yake, kama ilivyoelekezwa na Rais wa Jamhuri ya Muungano wa Tanzania, Mheshimiwa Jakaya Mrisho Kikwete.

Balozi Sefue amemsimamisha kazi Ndugu Maswi kuanzia leo, Jumanne, Desemba 23, 2014, kwa kutumia madaraka aliyonayo kama Mamlaka ya Nidhamu kwa Watumishi wa Umma wanaoteuliwa na Rais, wakiwemo Makatibu Wakuu.

Taarifa iliyotolewa na Ofisi ya Balozi Sefue mjini Dar es Salaam imesema kuwa amechukua hatua hiyo “Kwa mujibu wa Kifungu 4(3) (d) cha Sheria ya Utumishi wa Umma, Na. 8 ya mwaka 2002 (kama ilivyorekebishwa)” ambapo “Katibu Mkuu Kiongozi ndiye Mamlaka ya Nidhamu kwa Watumishi wa Umma wanaoteuliwa na Rais, wakiwemo Makatibu Wakuu.”

Badala yake, Balozi Sefue amesema kuwa Naibu Katibu Mkuu, Wizara ya Nishati na Madini, Mhandisi Ngosi C. Mwihava atakaimu nafasi ya Katibu Mkuu, Wizara ya Nishati na Madini, hadi uchunguzi dhidi ya Ndugu Eliakim C. Maswi utakapokamilika.

Taarifa hiyo ya Balozi Sefue pia imekariri kauli ya Rais Kikwete katika hotuba yake kwa Taifa jana, Jumatatu, Desemba 22, 2014 ambako Rais alisema:

“Kuhusu Katibu Mkuu wa Wizara ya Nishati na Madini, kwa vile ni Mtumishi wa Umma, anatawaliwa na Sheria na Kanuni za Utumishi wa Umma, hivyo nimeshaelekeza Mamlaka kuchunguza tuhuma zake na hatimaye ikibainika ana makosa hatua za kinidhamu zitachukuliwa.”

Ndugu Maswi, aliyekuwa Mwanasheria Mkuu Ndugu Frederick Werema pamoja na Mawaziri wawili walituhumiwa wakati wa Kikao cha Bunge kilichopita kuhusiana na Akaunti ya Tegeta Escrow.

Wakati huo huo, Rais Kikwete ameelekeza kuwa pamoja na hatua nyingine zinazochukuliwa, Shirika la Umeme (TANESCO) waendelee na majadiliano na IPTL kuhusu uwezekano wa kushusha tozo la uwekezaji (capacity charge) zaidi ya punguzo la awali lililopatikana kupitia Kituo cha Kimataifa cha Kusuluhisha Migogoro ya Kimataifa (ICSID).

Real ICT4D (Health) : STDs tested using Internet and mobile phones in Kenya

Kenyans who suspect they have sexually transmitted diseases ( STDs) can now order for tests anonymously and quickly through the internet or mobile phones to protect their privacy.

The new initiative, unveiled by Pathologists Lancet Kenya, comes amid recent research data revealing that lack of sufficient privacy in sexually transmitted infection (STI) testing clinics was one of the major barriers against uptake of STD tests in the country.

In addition, many Kenyans, especially the youth, often contract STDs during the December holidays, but privacy concerns impact negatively on the decision to seek testing and treatment.

Now Kenyans will be able to request the full range of STD tests, including gonorrhea, syphilis, herpes and HIV by booking anonymously through the internet or telephone without sharing their names or going to the clinic.

Blood and urine samples are then collected from any location in the country where the client is most comfortable with, usually away from the eyes of family members, friends, work colleagues or people familiar to them.

Alternatively, kits for collecting samples can be dispatched to the clients in sealed packages through courier and returned to the lab for testing. Once the results are ready, the client is notified to access them through a special, secure and restricted web portal.

Danida Fellowship Centre (DFC) on behalf of Danida, Ministry of Foreign Affairs, Denmark, calls for applications for MSc Scholarships under the Building Stronger Universities Programme.

The Programme offers 38 two-year full-time scholarships available for commencement in September 2015.

Bachelor graduates from the following universities are eligible to apply:

1.  The Himba (singular: Omuhimba, plura: Ovahimba) are an ancient tribe in Namibia, closely related to the Herero (read more about the Herero here)

2.      Language: Otjihimba, a dialect of the Herero language

3.      Population: about 20,000 to 50,000 people

4.      They are a semi-nomadic, pastoral people who breed cattle and goats.

5.  Women tend to perform more labor-intensive work than men do, such as carrying water to the village, building homes and milking cows. Men handle the political tasks and legal trials.

6.  Their homes are simple, cone-shaped structures of saplings, bound together with palm leaves, mud and dung

7.  In the Himba culture a sign of wealth is not the beauty or quality of a tombstone, but rather the cattle you had owned during your lifetime, represented by the horns on your grave.

8. The Himba have been plagued by severe droughts, guerrilla warfare (during Namibian independence and the Angolan civil war) and the German forces that decimated other groups in Namibia. Despite Himba life nearly coming to a close in the 1980s, they have persevered and their people, culture and tradition remain

9.   The women are famous for rubbing their bodies with otjize, a mixture of butter fat and ochre, believed to protect their skins against the harsh climate. The red mixture is said to symbolize earth's rich red color and the blood that symbolizes life

CALL FOR LOANS APPLICANTS TO CORRECT THEIR LOAN APPLICATIONS

 

During the verification exercise of the 2014/2015 loan application forms, the Board has come across loan applications which are incomplete or are missing some vital information for further loans processing. For that reason, the Board would like to inform concerned Loan applicants that such incomplete applications will not be processed until the missing information is provided. 

Therefore, loan applicants and/or guarantors who have not signed their documents are required to come physically at HESLB offices on Plot No. 8, Block No. 46 Sam Nujoma Road, Mwenge- Dar es Salaam for correction of their loan applications.

Applicants who have not attached (to their application forms) birth certificates, guarantor’s particulars such 
as photocopy of Passport or voter’s registration card or passport size photograph should send the missing documents to the Board with a covering letter indicating their full names and form four index numbers through the following address:

Call for Applications for 2015 AWARD Fellowships

AWARD is a career-development program that equips top women agricultural scientists across sub-Saharan Africa to accelerate agricultural gains by strengthening their research and leadership skills, through tailored fellowships.

Women agricultural scientists who are citizens of Ethiopia, Ghana, Kenya, Liberia, Malawi, Mozambique, Nigeria, Rwanda, Tanzania, Uganda, or Zambia, who have completed a bachelor’s, master’s, or doctoral degree in one of the agriculture-related disciplines listed, or other related fields, are eligible to apply. Applicants must be resident in Africa throughout the fellowship period.

Deadline: August 8, 2014. 
Winners will be selected and informed in December, and the program will begin in February/March 2015.

TANGAZO LA NAFASI ZA KAZI

Sekretariati ya Ajira katika Utumishi wa Umma ni chombo ambacho kimeundwa kwa mujibu wa Sheria ya Utumishi wa Umma Na. 8 ya mwaka 2002 kama ilivyorekebishwa na Sheria Na. 18 ya mwaka 2007 kifungu 29(1). Kwa mujibu wa Sheria hiyo, chombo hiki, pamoja na kazi zingine kimepewa jukumu la kutangaza nafasi wazi za kazi zinazotokea katika Utumishi wa Umma kwa niaba ya Waajiri (Taasisi za Umma). 

Katibu wa Sekretarieti ya Ajira Katika Utumishi wa Umma anakaribisha maombi kwa Watanzania wenye sifa na uwezo wa kujaza nafasi 145 za kazi kwa ajili ya Wizara, Idara zinazojitegemea,Wakala,Taasisi za umma na Mamlaka ya Serikali za Mitaa kama zilivyorodheshwa katika tangazo hili.

i. Waombaji wote wawe ni Raia wa Tanzania na wenye umri usiozidi miaka 45
ii. Waombaji wote waambatishe cheti cha kuzaliwa.
iii. Waombaji ambao tayari ni watumishi wa Umma na wamejipatia sifa za
kuingilia katika kada tofauti na walizonazo, wapitishe barua zao za maombi ya
nafasi za kazi kwa waajiri wao na Waajiri wajiridhishe ipasavyo.
iv. Nafasi ya kazi inayoombwa iandikwe juu ya bahasha, kutozingatiwa hili
kutasababisha maombi ya kazi kuwa batili.
v. Waombaji waambatishe maelezo binafsi yanayojitosheleza (Detailed C.V) yenye
anwani na namba za simu za kuaminika pamoja na majina ya wadhamini (referees)
watatu wa kuaminika.

[VIDEO] The difference between CONFIDENCE and ARROGANCE

In the video embed below, Aaron from I Am Alpha M describes the difference between 'confidence' which can take you a long way for it seeks to lift others up from a place of satisfaction with yourself and 'arrogance' which will take you nowhere as it seeks to diminish others because of insecurity.

It may seem obvious at the outset, but it's often the most arrogant people who defend themselves by saying they're just more self-confident than others. 

Much like the difference between assertiveness and aggressiveness and compassion versus niceness, confidence is internal, and arrogance is external. 

Aaron explains that confidence is something in you, a belief in your skills and abilities, and a trust in yourself. Arrogance on the other hand rears its ugly head when people try to diminish the skills and abilities of others, usually to convince the world of their own status and push others into the background.
